Regulating Freight Car Registration on the KTZ Network

KTZ NC JSC is introducing temporary measures to regulate the load on the mainline network to ensure traffic safety and uninterrupted transportation. Analysis has shown that the actual number of freight cars on the network significantly exceeds the infrastructure's technological capacity.

The current fleet surplus is due to the introduction of a conventional ban on the transportation of empty cars by neighboring railway administrations, which has led to the mass return of cars owned by Kazakhstan residents to the national network and the virtual displacement of excess rolling stock from neighboring railway administrations onto the infrastructure of KTZ NC JSC.

These circumstances are creating critical pressure on network capacity and have a negative impact on the market situation in the domestic operator services segment.

The Ministry of Transport of the Republic of Kazakhstan and JSC NC KTZ have received requests from major rolling stock owners to adopt regulatory measures to protect the domestic market.

In this regard, JSC NC KTZ, as the national operator responsible for the safety of the transportation process, is introducing temporary restrictions on the registration of its own railcars. These measures are aimed solely at managing infrastructure loads and ensuring the technological sustainability of the Republic of Kazakhstan's transport system.

Currently, amendments have been made to the Registration Rules, taking into account the requirements of the Agency for Protection and Development of Competition and the Ministry of Transport of the Republic of Kazakhstan, and have been officially registered.
