KTZ is implementing an automated transportation planning system

This system, which has been implemented since last year, eliminates duplicate requests from shippers.
More than 30 rolling stock owners have already signed up for the new system. This will eliminate the deliberate inflated volumes and duplicate requests. For example, the dynamics of the last three years show that shippers have declared approximately 202.5 million tons of cargo since 2023, of which approximately 88 million tons have actually been transported, while KTZ has approved 118 million tons.
2023: 73.6 million tons declared, 38.2 million tons approved, 27.3 million tons actually transported;
2024 - 62 million tons declared, 39.3 million tons approved, 27.5 million tons actually transported;
2025 - 66.9 million tons declared, 41 million tons approved, 33 million tons actually transported.
Thus, approximately one-quarter of all declared and approved cargo was never presented for transportation by shippers. This issue is systemic and has been ongoing for years. This leads to artificially congested infrastructure capacity and limits access to transportation for actual cargo.
Applications will now be accepted only upon confirmation by railcar operators and actual consignees. This will ensure equal access to infrastructure for market participants, improve network efficiency, and speed up railcar turnover. Full implementation of the system is planned for the end of 2026 after a pilot test.
It should be noted that over the past two years, the country's rail freight traffic has reached a historic high in freight turnover. In 2025 alone, freight volumes with Russia amounted to 92 million tons (+3.5 percent), with China – 35.6 million tons (+11 percent), and with Uzbekistan – 32.3 million tons (+16 percent).
