The Railway Transport Council was established on February 14, 1992 by the decision of the Council of Heads of Governments of the Commonwealth of Independent States to coordinate the work of the railway transport at the interstate level and to develop the agreed principles of its activity in order to preserve the proven technology of uninterrupted transportation process of passengers and cargo on the territory of the former USSR.

On March 20, 1992, by the decision of the Council of Heads of Government of the Commonwealth member states, the “Regulations on the Council on Railway Transport of the Commonwealth member states” and the “Regulations on the Directorate of the Council on Railway Transport of the Commonwealth member states” - its executive body were approved.

The Railway Transport Council includes the railway administrations of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan and Ukraine.

The Bulgarian, Georgian, Latvian, Lithuanian, Estonian, Finnish and Iranian railways participate in the work of the Council as associate members and observers.

The main tasks of the Council are to coordinate the work of the railway transport at the interstate level and in railway communication with third countries, to develop the agreed conitions and principles of railway transport operation to ensure the functioning and development of transport and economic ties between the Commonwealth member states within the framework of the common economic space, to adopt normative documents on the range of its activities (including coordination and approval of plans for the formation of freight, passenger and container trains; timetables and train schedules; systems of mutual settlements between railway administrations for transportation performed, use and repair of locomotives, wagons and containers, etc.).


A member of the Railway Transport Council is the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan, as a railway transport management body.

In turn, NC KTZ JSC represents the interests of the railway industry in accordance with the powers delegated to it.

NC KTZ JSC takes part in meetings of the Council, which are held twice a year (as a rule, in May and October).

Thanks to the activities of the Council, it was possible to preserve the technological unity of the railway network, to ensure the coordinated development of the infrastructure and tariff policy of the railways of the Commonwealth member states.

Railway organizations have created and approved at the Council regulatory legal and technological documents necessary for the work of railway transport in interstate traffic.

The Council contributes to the further strengthening of the main inter-State transport and economic ties of the countries participating in its work. Significant volumes of transit cargo are also transported by rail between Europe and countries in the Asia-Pacific region, the Indian Ocean and the Persian Gulf.

In order to solve the current issues of the railway transport activity and prepare the issues for consideration, the Council has established commissions, working and expert groups (working bodies of the Council), meetings of authorized representatives of railway administrations are convened.
